History: When European colonists reached America in the early 1500s, a small pilgrimage of Roman Catholics journeyed across it's vast land mass with the intent of creating a holy place of worship. They were inevitably drawn to a large ring of mountains, whose center valley had (what they considered to be) great spiritual power. In truth, the area was one of the Mirrorverses's many dimension fault lines, a place where the gap between worlds was significantly smaller. The Native American Indians warned the pilgrims about the place, but such cultural misunderstandings prevented the warning from being understood.
By 1800, the city had vastly grown into a massive technological and religious hub, of which Greater Warbick was contained within the ring of mountains (now known as the 'Lion's Crown' or 'the ring'), while many smaller settlements used as gateways for trade were fixed around the outside, which in 1835 became to be known as Lesser Warbick.
In the 1900s, small acts of heroism went largely unnoticed by the public, as the city's factories changed to make the necessary tanks required for the war effort. Despite this, many research facilities in both the city and in the mountains made huge leaps in progress, which helped the United States win.
However in 1955, a scientist by the name of Robert Malone, discovered a massive pillar of an identifiable material embedded within the Lion's Crown, right underneath his research facility when making expansions. geographical analysts were hired, and 3 more pillars, making a diamond were discovered. They were covered with ancient writing, but none knew how to decipher it. In the same year, a massive boom in superhero activities became known to the public, particularly due to the foiling of the great 13 bank heists.
In 1970, tired of vigilante justice rampaging through the city, the government issued an edict stating that superheros who were answerable to the government and the public, and who let their identities be known, would become state-appointed defenders of the city, and would receive pay if they were under the guidance of the registry committee. This forever split the supers into "Super Heros", who worked for the government, and "Vigilantes", who continued to work in secret, valuing the ability to have both a normal and super life.
1972; after 2 decades of being seen as alien beings, a massive civil rights movement for Supers rights as citizens emerged. After several public protests by citizens, and Supers of the Registry Committee choosing to not work until their voice was heard, the then-mayor granted them full citizen status. Despite this, sentiments have not exactly improved between normals and Supers.
In 1977, the pillars activated for the first time in recorded history, and an extra-dimensional being known only as "Arthur" entered Warbick city, destroying the Catholic Warbick Cathedral in the process. It unleashed mayhem upon the city by absorbing civilians and supers alike. Unable to stop it, scientists and supers worked together to reverse-engineer the process of dimensional travel, and 3 days later, cracked it. In a combination of feeding particular sizes of electricity into the 4 pillars, 15 supers (both Hero and Vigilante) sacrificed themselves to seal Arthur in another dimension with themselves. None of them have been heard from since, and the city has erected a monument to their passing. Since then, the justice in tracking down rogue Vigilantes has lessened.
1983; religious and social leaders move to make Lesser Warbick it's own governed entity separate from Greater Warbick. Despite riots and terrorist activities, a few Vigilantes who work outside the ring discovered that the political movement was a disguised plot to cage Greater Warbick and it's supers within. While the coup was quelled, the leaders disappeared. The Central Police Department made attempts to increase the security of Lesser Warbick, but the attempts were half-hearted, and eventually forgotten by the bureaucrats.
In 1993, the mayor at the time was found to be a super-villain in disguise, when he held the whole of Greater Warbick to hostage by ransoming their water supply, and cutting off exits from the city. After being defeated by the Heroes of the RC, the government changed it's rule from a mayoral office to three elected officials to prevent any one person from having the same power.
In 1999 citizens proposed a bill that would make Warbick secede from the USA and become it's own city-state, but the bill was denied.
Description: Despite being on the cutting edge of science and technology, Warbick contains many old and historical buildings in it's city. The center - the main economic district, is highlighted by it's skyscrapers and the Pearling Tower, belonging to one Max Pearling, who owns most of the import trade for the city. The city within the Lion's Crown is mostly rich, lavish and middle to upper-class, while the lower classes live in Lesser Warbick, outside the ring.
Most of the buildings in Warbick have an old, archaic exterior, often with a modern interior. Industry buildings are located outside the ring, while the nuclear power plant that keeps the whole place running is inside the Lion's Crown. The city's water supply comes mostly from a series of underground lakes, and partly from importing.
The city contains one tertiary education facility (Warbick University) in the city center, and a jail made for super-villains within the Lion's Crown. Both are almost always full.
Authority: Three elected officials, who make majority decisions by vote. Once elected, they reign for a year with their identity's concealed, to protect them from bribery. They always vote 2-1, but the votes never necessarily match who cast them.
Common weather conditions: During the spring months, it is known for heavy rain periods.
Law Enforcement: Firstly, the Registry Committee, who oversee the work done by registered supers. Registered supers 'patrol' the city, but also do call-outs to other areas of the country if they are needed - but this is negotiated (quickly) through the committee. Supers under the RC are treated as civil servants and earn a salary.
The Warbick Central Police Department works with petty crime and and normal law enforcement activities within the ring. They are occasionally helped by supers - but they generally avoid the big stuff, only using their resources to keep offenders away.
The Warbick Outer Police Department is a mostly lax organization that works at policing the outer ring. They don't do a very good job, and have been accused multiple times of bribery. It's whispered that an organized ring of criminals run parts of the outer ring, but it has never been proven.
Lastly, the City Reconstruction Force is a group whose task is to repair damage caused by battles with supers. They have been aided greatly in the last decade by the Hero known as Save State (who can restore objects and buildings quickly based on a previous period of time).
Known Organizations: Gadgeteers Rebellion - a group of pro-normal terrorists who perform public crimes with the intent of drawing out supers to defeat or kill them with technological prowess.
Warbick was founded on religious principles, and so contains a vast and varied amount of religious groups with strong movements within the city.
