In layman's terms, Monica is an empath but does not realise it. As far as she's aware, she just has awesome people skills. She cannot read specific thoughts, but can very accurately gauge how people are responding to their immediate situation/what's on their mind by picking up on their emotions through the morphogenetic fields. Over the years, she has learned how to act on these 'hunches' and change her approach towards people to persuade them to whatever end she needs. As she is able to read people's emotions, she is quite quick to react to whatever is happening.
She is not just empathic towards emotions, however; she is also empathic of other people's powers (as in, gains their powers) so long as they are within the proximity of morphogenetic field that she can pick up on.
Weakness: As she does not know she is a super, she has no training in combat whatsoever. Until she learns to hone her natural talent, her ability to 'read' people (whether emotions or abilities) is limited to quite a short range. As she has never had any chance to train with any of the abilities she picks up on, she is unable to use them well, and tends to over or under do it. All abilities picked up on are only usable whilst their original super is in range. If she is unable to access the Morphogenetic fields (due to some kind of field jammer or something), she is essentially powerless. Essentially, whilst she is emotively and mentally strong, she is physically hopeless.

Civilian Info: Monica is the head Arts Co-ordinator of Copell City. At the age of 24, this is an incredible achievement for a city of such a large size, but through unintentionally using her powers, she has always managed to make people view her favourably. Indeed, it was through a series of intensive(ly persuasive) meet and greets, followed by positive word of mouth that she was elected into council in the first place - after her predecessor seemed strangely convinced he needed to retire, forcing an early by-election for her desired position... Responsible for instigating the various Arts Festivals the City is famous for, there is a fair degree of resentment towards her from the civilians of Urupha. This is because she actively encourages budget redistribution towards the Arts - away from what some view as more important things, such as improving conditions in the slums. She does this out of a combination of selfishness, single mindedness, and naivety. Living the good life herself, she does not realise how large the problems are, and she is so achievement driven that she constantly wants to out do the previous festivals.
Personality: Monica is confident wherever she is in a situation familiar to herself. The moment she is out of her depth, however, she starts to lose it a bit. She is an achievement focused woman, who actively seeks to get what she wants, and in confusion would be more likely to act out (and perhaps make the wrong move) than to freeze up and do nothing. She is a very polite and charismatic lady outwardly, but put her in a jam and she can get quite snarky and desperate. Her sense of humour is a good natured one - more friendly than say, macarbe or dirty. She is keenly aware of her own interests, but will help others if it won't negatively impact upon her, or if there is something in it for her.
Opinion on Supers: Like the general populace, Monica is very wary of supers. She's not specifically... afraid of them, but she doesn't trust the idea of someone having a little something extra - it conflicts with her idea that she can understand people automatically. She certainly doesn't like them, at least in concept anyway.
Appearance: Waist length, warm dark brown hair with a natural wave to it and a straight cut fringe that just encroaches on her eyebrows. She usually wears this partially done up with some kind of interesting hair clip when she's going out. Her skin is pale, with a dusting of freckles across the centre of her face. Her eyes are grey. Her face is quite sharp, and though she wouldn't qualify as a model, she is a fairly attractive woman. To work, she usually wears an above the knee pencil skirt coupled with an interesting blouse and a sensible pair of heels. In poorer weather, she swaps these for boots and dons a smart looking coat. Her casual wear usually involves her hair down or swept back loosely in a clip, a pair of well fitted jeans, low heels or smart sneakers and a jumper over some kind of singlet/camisole.
She might look something like this before doing her hair in the mornings. She'd never be caught with an expression like this in public unless the situation was out of her control, though. This would be her 'I just woke up' or her 'I don't like what's happening here' face. (Yay google images and photoshop.)

Motive/Agenda: Her initial motive is to throw internationally reknown festivals; however as she starts to become aware, her motives are more geared towards finding a sense of identity now that she knows what she is, and getting control over her abilities. In this regard, she is more likely to help allies by how much they can help her, rather than by their moral alignments.

Extra important things: To stroke her ego a little in regards to her 'people skills' and to improve her networking, she quite enjoys frequenting casinos. Unsuprisingly, she is undefeatable at poker, though she deliberately loses on occasion after once learning the hard way that Casinos aren't fond of people who are too good at winning.
She lives in an large apartment near the top of a building in the city centre, with an uninterrupted view of Copell's beaches via full wall glass panels across one wall. Her lifestyle is funded by a combination of her job and her gambling windfalls. She lives alone, and does not enjoy cooking, so she usually picks up something from the in-building restaurant on her way up to her apartment.
In her down time, she enjoys a good white wine, a drama or thriller novel, and a nice hot bath - often all at once.
